GHFS Phone Patch Policies? Re: [MilCom] Reach 340 inbound Reno

Hello Al & the Group:
I'm wondering why MARS was used rather than the nearest base Commad Post UHF
frequency for phone patch? Now based upon location, are phone patches via
Global HF Stations no longer authorized if the aircraft is flying within the
continental US? I'm sure that some of the long term monitors will
remember that Scott AFB use to do many (if not most) of the HF US
continental phone patches on a 9 mhz frequency (think it was 9027?).
