Dan,
That's the Primary Refuelling Freq. For AR219.  Later T-Bird 1 used the 282.70 backup Freq.  These and the other refuelling freqs are found in the AP1B DoD FLIGHT INFORMATION PUBLICATION found at https://164.214.2.62/products/digitalaero/enroute.cfm .

And you are correct, the tanker was out of McGuire, I heard him mention it to T-BIRD 1.
