[MilCom] SS are back on Milsat

The SS are up on 263.875 and 263.925 milsat downlinks. The great thing about 
263.925 they are loud enough that the BCD996T is decoding their DCS tone 
(023). That is making it through the bird. Definitely a first here. The 996 
is doing a bang up job. No tone on 263.875.
