[MilCom] 269.950 MilSatCom test counts

   I get MilSat receptions on this freq at least  once a week. They are legit 
comms, not pirates. The receptions are from the 99  West bird, Fleet satcom 
USN relay channel.  It is popular with HMX-1 and  Air Force 1.
   Yesterday they stayed up on the freq for a  good while. Evidentally they 
think they cannot be heard because, after the test  counts, they joked and 
chatted with each other as if they had privacy. One  of them passed the freq 275.8 
to the other.
