[MilCom] VHF-Lo Band Open

[Larry Van Horn, N5FPW]

We have another fine opening in the VHF Low band. This appears to be another 
opening to our northeast (from EM85). Several ranges are up and caught some 
interesting encryption on 38.5 MHz a bit ago. Definite E-skip so get it 
while the getting is good.
