[MilCom] Our Cousins: Railfans Recruited for "On Scene" Security Assistance Duty!!!

Apparently one railroad company (BNSF) is recruiting railfans to be part of 
their security
"Citizens for Rail Security" program.

Now wouldn't it be nice if milcom "on scene" folks would have a similar 
formal program?
Guess we will just have to contend with being outsiders to the "Eagle Eyes" 
program.

Do all of you performing "on scene" milcom monitoring know the appropriate 
telephone numbers
to call, JUST IN CASE, there's a problem? (it just not 911 BTW)
