[MilCom] Inter Squad Radio (ISR) Users?

396.8750  Ch. 1  was used by the CAP during the Quad City Airshow today. 
  No tone or digital heard. Not sure which wing as I saw Iowa & Illinois 
members around.

Did not  heard any VHF-hi frequencies used even though some of the 
higher personnel (sorry I can't call them NCOs) had VHF-hi antenna on 
the HTs along with smaller ones with stubby antenna.
