[MilCom] GA MH-47 Helo Crash Question

The chopper went down just east of my location. While looking for 
some activity related to the incident I found the Colquitt County 
Fire Dept being repeated on 148.500. At first I thought it may have 
been  image, so I switched to my service monitor. I received the 
signal on my service monitor also. Also the CFD freq had a PL output 
of 179.9 and the 148.500 freq had no PL. Everything I heard on the 
CFD freq of 154.445 was being simulcast on the 148.500 freq. I am 
thinking when the teams from Hunter and Ft. Rucker arrived they must 
have brought in some type of commo center with the capabilities to 
provide some type of inter-operabilty between military agencies and 
the local civilian agencies  Can anybody confirm this? Link has been 
active as they continue to investigate the accident. Us locals are 
being kept way back from the scene, my guess due to the very real 
danger that the 1000 ft tower that was damaged my fall.
