[MilCom] JEWELBOX passes EAM on 311.0

It is Sun, 12:10pm EDT (1610z).
  Moments ago "Jewelbox" passed an EAM on 311.0. The 28-character EAM  was: 
N-M-6-B-A-U-C-7-5-D-X-W-T-Z-K-Q-L-I-P-A-V-P-K-M-C-E-O-B.
  I believe this could be acft "SAMMY 38" who transitioned the  airspace 
southbound, and reported his position to Oakgrove on 364.2 as "320  [radial], 20 
miles north of Cape Canaveral AFS." SAMMY 38 (callsign spelled) has  also been 
up with Miami Ctr on 135.075.
