[MilCom] 36.70 MHz in use at LCK

Current USIFR Supplement confirms that this frequency is used by ARNG AT 
LCK, as well as 142.6, 228.8
Low band aero definitely is still arrive.. Copy it just about daily in my 
monitoring area
