Ken, Greg, and all... although I haven't seen the show, some
other possibilities come to mind! The clue that Ken gave was: " One of
the boarding teams inspecting a civilian tanker was utilizing radios that
when they pressed the button their would be a beat & than the individual
would transmit. " A couple possible explanations (in addition to what
Greg posted) come right to the top....

#1: It's possible that the radio seen was actually working in the
trunking mode, and that beep was an acknowledgment from the trunking
controller that the channel (and therefore the correct talk group is
gather up) is open and available for traffic.

#2: It's possible that the radio is programmed to send an ID
(MDC, DTMF, FleetSynch ect) "pre" key-up. And the tone you heard is an
"ack" from the radio that's it's "OK to begin speaking now". You see it
most often in the "pre" position with the fed's radio systems. All of the
radio's that I have worked with, that are capable of sending an ID, can
either be programmed to send that ID "pre", "post", or "both". As I have
said, the fed's have this fetish for sending that ID "pre", and thusly
the radio gives it's user that "ack" tone when the ID has been sent.

I personally prefer to have the radio's programmed to sent it
"post", that way the officer (user) can say what they need to say without
waiting/hesitation.
