[MilCom] Updated Final: Westover ARB Security Incident

WWLP TV 22 News ran a news segment this evening on the potential vehicle 
ladden with explosives incident today (start 0930 through approx 1316 hrs 
local).

Apparently a mentally distraught South Hadley male driver of a pickup truck 
drove up to the entry gate and stated that basically he had something in his 
vehicle & that they should be careful when inspecting it.     This of course 
resulted in a full scale response by on base security & fire, as well as off 
base bomb squad, state police, fire, & hazmat crews.     Apparently what was 
in the pickup truck was some CO2 cartridges & a few nail guns.

Proved to be an interesting incident to monitor, with the typical Base 
Security & Fire nets being active as well as State PD trunking system (bomb 
squad), State PD aero unit ATC, local ambulance dispatch, local FD net. 
Also fairly extensive utilization of cellphones, as well as land line 
telephone calls.  No real surprises, other than it appears that until 
encryption gets installed on the security net, cellphones will be used!!!
