[MilCom] MIL: 9323.0 - SKI SLOPE and ANDREWS in secure voice comms

     13211.0 was active at 0056z with SKI SLOPE (weak/often unreadable
levels here; pre-0000z CORN HILL), after working ANDREWS (good to weak
depending on site in use) in 4-tone data, requesting secure voice
comms with ANDREWS.  ANDREWS agreed and requested 10 minutes to "set
up".  At 0103z ANDREWS and SKI SLOPE attempted to work each other in
ANDVT.  ANDREWS advised of "operator error" and they retried the comms
in the red at 0111z+ and conducted an apparently successful
converstaion in ANDVT.  At 0114z ANDREWS advised SKI SLOPE that
ANDREWS wanted to check "other equipment", asked about using the "215"
and then directed SKI SLOPE to 93230 (9323.0).

     9323.0 was active at 0120z with ANDREWS (good to fair) working
SKI SLOPE (unheard to mostly weak/barely readable levels) in clear
voice and ANDVT beginning at 0124z.  At 0138z ANDREWS advised in the
clear that he had no further traffic for SKI SLOPE and the freq went
quiet.
