[MilCom] ARTCC Info

Please forgive my ignorance to the following as I am new and feeling my around this area of the radio spectrum.

I am laying out a plan for my listening habits.

I have recently programmed the ARTCC freqc both VHF & UHF for KZDC & KZNY.  I am located in Southern NJ.  The same for the local airports KPHL and KACY, Dover AFB & McGuire AFB.

Is it an absolute that all mil air flights would use the UHF freqs for the above mentioned?  Do they every use the VHF freqs.  I hear tons of commercial traffic   
on the VHF but hardly anything on the UHF.
