Better yet, take a few hours and read the book. The movie intentionally downplayed the technical aspects, and the relative simplicity, of constructing a low yield package. Clancy himself in the preface said that he left out the construction mechanics, which he easily found in public sources. Let's not forget that he also first came up with the idea of flying a fully fueled airliner into a public building, and that he was investigated by the CIA and Naval Intelligence after Hunt for Red October. Turned out that he had obtained the info from public sources, especially Aviation News.
If a relatively intelligent insurance agent can do it, maybe it's not that tough. Now THAT'S scary!!

CIA tries to stop terrorists who are planning a nuclear attack....
Even Clancy's fictional books are based upon some factual information, so
this will be an interesting movie to watch.
If I remember correctly this is the movie where they hide the nuclear device
in a beverage dispensing machine...
