[MilCom] NORAD CAP Up

328.0 is indeed the boom freq for the Falcon CAP over Atlanta today.

The CAP just had a shift change, with ARROW 27-28 replacing ARROW 25-26, and
TANKER 02 replacing TANKER 01. I did manage to catch one tail number -
EG 82-0013 (Scramble shows F-15C 33FW/60FS). Another was EG 80-00##.
