[MilCom] 4724.0 - COTTER PIN

     4724.0 was active at 1536z with COTTER PIN (fair/good levels
here) bcsting a 38-character EAM (KEZKFG) and simulcasting same on
8992.0 (good), 11175.0 (weak) and 15016.0 (good/fair).  EAM not yet
heard from the HFGCS.
