[MilCom] heads up Dyess

Aircraft probably was a C130 aircraft stopped for a short period at KCEF 
around 0730 hrs // takeoff 0941 hrs local.

Kind of strange he would be talking to Wright Patt to update Dyess, since 
generally aircraft call into the inbound base approximately 1/2 hour out.
