[MilCom] Military VHF Highband Low Power Service?

Wondering if anyone has heard any rumblings about a proposal for a new
military specific VHF low power radio service (1/2 to 5 watts, variable),
similiar to the UHF ISR system BUT in the military controlled bands 138-144,
148-150.8 mhz?
ICOM has been producing a low power radio for use by the US Army as the
"Soldier's Intercom" since 2000. That perhaps will or has become the choice

I think at one time someone mentioned that the VHF Soldier's Intercom had
about 15 to 30 channels. It's my understanding that the UHF ISR's aren't
being used in a combat role anymore by the USMC & others haven't found it to
work in all cases.
Also wondering if the Civil Air Patrol will get authorization to use the new
VHF low power service?
