    Military Communications on Low Band VHF do use
    the tone, although it's not 151.4 exactly (it's lower
    but 151.4 is close enough to do the job).  I use it on
    all of the military Low Band frequencies I scan to
    avoid hanging up on local interference.  It works 
    quite well.  To the best of my knowledge, that tone
    is universal across the military Low Band equipment.
