[MilCom] Peterson C-21's

Seems that since the big C-21 base shake-up a while back, I have been 
ignoring an obvious fact. That C-21's landing at Peterson have sometimes been 
reporting taxi-ing to the 311th ramp or that they were 311th squadron aircraft. I 
just thought maybe Offutt was still kicking around. 
Turns out that it was the 84th AS that was deactivated at Peterson. The 311th 
ALF at Offutt was deactivated in the change and reactivated at Peterson as 
the 311th AS. So change  all refs to Peterson C-21's to reflect 311th AS 
subordination vice 84th AS. ((At least until 2007, when Peterson is sked to lose 7 of 
its 10 C-21's. At that time the remaining 3 may be reassigned to the 200th AS 
CO-ANG and will become an associate squadron. At least that's the thinking at 
the moment))
