[MilCom] Glynn/Brunswick TRS affected by tropospheric ducting . .

The Glynn/Brunswick Georgia TRS has been affected by tropospheric 
ducting the very reason  I am able to hear Kings bay Georgia's system 
as well as some of Northeast Florida and southeast Georgia. . What I 
don't understand is why the radio service for the system has never told 
anyone in any of the departments that NOTHING can be done to prevent 
tropospheric ducting? I know it's not the job of a dispatcher or anyone 
in the field to understand how radio's work or in some cases don't. But 
why not at least tell them the truth? "They're monitoring the radio" 
dispatch advises units in the field. What they need to do is come over 
the radio across all the dispatch talkgroups  and just lay out the 
facts.. Nothing can be done..
