Probably ducting.  Sometimes the STARNet system around Houston (800
MHz) ducts into Austin.  I'm about 200 miles away.  Unfortunately I
haven't been able to trunk track it because the control channel
frequency is used locally.  But I can hear the audio channels here.

Can you actually trunk track the system?
