[MilCom] Responders' lack of spectrum 'cost lives'

With 50 percent of the communications systems sitting underwater and out of
commission, I fail to see where all the spectrum hogs were operating that
resulted in a lack of spectrum.  It is so damn easy to point the blame on
easy scapegoats when you don't really know what you are talking about.  I
don't suppose the cell sites that were underwater or the central offices
providing all the T-lines that interconnect all this high tech super wonder
communications system that were also underwater might have had anything to
do with interoperability problems!  Or was this the political opportunists
taking advantage of a situation to further their cause?

Or maybe it was a lack of spectrum for underwater communications?
Okay.  Bad joke.  You may hit me now!
