[MilCom] Responders' lack of spectrum 'cost lives'

How hard can it be to make mobile and handheld radios
that default to a basic group of simplex frequencies
when the "mothership" dies? How hard is it to imagine
a situation where the repeaters and control channels
are out for an extended period?
