[MilCom] Responders' lack of spectrum 'cost lives'

I knew this would stir the pot! The idea that this death and human suffering 
can be attributed to "lack of spectrum" is ridiculous. If City of New 
Orleans officials had all the spectrum in the world and a dream radio setup 
it would just be sitting under water with all those busses. Technology 
cannot make up for poor planning and incompetent leadership.

I know you're just the messenger, so this isn't directed at you.  But
I find this to be a little melodramatic.  What did first responders do
back when they only had a couple of VHF frequencies?  It's not like
tens of thousands of people died in the 1970's before trunking and
cell phones.
