One of the best military and gov freq list is on the WUN website at:

There is a lot of listening on that list and it is based on actual 
monitoring by real HF military monitors unlike other stuff you see 
circulating around the net and on this list sometimes. Keep in mind we are 
at solar minimum so youy will have to go low.
