[MilCom] MIL: 11175.0 - OFFUTT and RSC

11175.0 was active at 1915z+/- with an unknown player (xmsn covered by a
strong OFFUTT; started at fair/good levels but rapidly faded to weak/barely
readable) bcsting a 125-character EAM (UJ673?) slightly preceding OFFUTT's
HFGCS 1917z bcst of same, with nothing heard on 4724.0, 8992.0 or 15016.0.

At 1946z OFFUTT (strong levels) called ROMEO SIERRA CHARLIE a number of
times with no known response, and then requested in the blind that RSC
contact OFFUTT via landline and out.

New subj: GLOBAL LIGHTNING is said to begin next week. If they conform to
past practice it's possible that there will be a heavy HF exercise day
around Thurday or Friday of the following week (around the 27th and 28th)
and possible daily activity during the 7-10 days preceding that busy day.
