Yes, it looks like it is gone.  If the publications (digital as well as 
hardcopy) are designated "For Official Use Only" it means that they will be 
unavailable for public review.  It would also subject military personnel 
&/or civil service personnel to disciplinary (criminal?) action IF they give 
outdated copies of the FLIPs to unauthorized personnel.

I would guess that this is going to give a "challenge" to the monitoring 
hobby.  It's going to involve a lot of monitoring to find a very large group 
of selected frequency changes:
*Air Route Traffic Control (UHF)
*Air Refueling Tracks
*Approach/Depature Control (UHF)
*Command Posts (including Callsigns)
*Common/Special Purpose (freqs)
*Flight Following
*Operations (ANG, Army Aviation Support, ARNG, etc..  including callsigns)
*PMSV Metro (Weather)
*PTD/Base Operations
*Range Operations

Did I miss any?
