[MilCom] MIL: 9270.0 - SHAMRACK and OFFUTT for HF data

     8992.0 was active at 2231z with SHAMRACK (good levels here; not
pronounced "shamrock") working OFFUTT (good) and requesting discrete freq
for HF data.  OFFUTT passed "92700" (9270.0).  SHAMRACK acknowledged and
gone.

     9270.0 was active at 2235z with SHAMRACK (good) calling and raising
OFFUTT (good) and into data admin work ("ASYNC default", and maybe a second
test involving 4 tone.)  OFFUTT requested that he stand by for 5 minutes.
OFFUTT was back up at 2240z and requested another hold for 1 minute, later
extended to "2 minutes."
