Well, I think they would still have to talk with ATC regardless of altitude
when they are about to enter US airspace, not sure of the correct term
some sort of "mandatory entry identification zone"....
Additionally, even if they are flying over 60K when they have to descend for
landing, the ATC controller in the sector they are going to penetrate is
going to have to get a heads up as to aid in planning traffic spacing. I
think that U2 aircraft monitoring would reveal this fact.....
Again there is some intrigue in overall monitoring for these potential
"black project" aircraft.
