[MilCom] MIL: 8992.0 - SODA 81

8992.0 was active at 1506z with SODA 81 (weak/barely readable) raising
OFFUTT (good) and requesting current messge traffic. OFFUTT had him spell
callsign and then advised there was no current traffic, and SODA 81 gone.
