[MilCom] MIL: 15016.0 - SIXPENCE, ATTENDENT and others with EAM traffic

After more than 24 hours of no apparent message traffic on the HFGCS, the
stations are now passing traffic as of 1515z.

11175.0 was active at 1502z with CANFIELD (good levels here) "standing by
for traffic" and out. "Standing by for traffic" not heard from CANFIELD (and
others) at 1532z or h+10/h+40 and h+20/h+50.

11175.0 became active with OFFUTT at...

1515z 6-character WACVFL "FOR XRAY AND HOTEL FORCE"
1551z 6-character WAY47X
1555z 6-character WA6SPZ
1600z 6-character WARJ4 "FOR REGION CHARLIE"
1619z 6-character WALHUT
1631z 6-character WA5ZIL
1641z 20-character WAICYT "FOR SATISFACTORY"

Beginning at 1623z 15016.0 was found active with players bcsting the EAM
strings (and detected at lower freqs at very weak levels).

1623z WALHUT from SIX PENCE (maybe; very weak)
1633z WA5ZIL from two players, one maybe ATTENDENT (weak) and from SIXPENCE
(weak)
1643z WAICYT from unknown player (too weak to id); did not preface string
with "FOR SATISFACTORY"
1646z WAICYT from stronger player; did not understand id; did not use
preface
1651z WAICYT from weak player; unable to id; probably same player as at
1646z; no preface.

The HFGCS and the players are still not sending 28-character 3Y... strings.
