[MilCom] MIL: 8992.0 - OVERREACH and TANGO ONE NOVEMBER

8992.0 was active at 1734z with OVERREACH (weak/fair levels here) calling
MAINSAIL and raising OFFUTT for apparent signal check (he did not respond to
OFFUTT's call.) OVERREACH stepped on inprogress phonepatch from TANGO ONE
NOVEMBER (weak/mostly unreadable) to COMSUBLANT WATCH OFFICER. Too weak to
follow patch (other than reference to SQUADRON 8, and "receive only".) Patch
apparently still active at 1741z.
