[MilCom] 121.500 warning voice

I could be wrong but I think I remember from my
ground school about 30 years ago that civilian
aircraft were required to monitor 121.5 as the
civilian emergency freq. I don't recall if that
was 100% of the time but I think it was.

I hear that warning system quite often here in the DC/Andrews/Baltimore
area.
So far I've only heard it on 121.5 which tells me it's aimed primarily at
civilian acft.
It usually starts out " This is the USAF....You have entered a sensitive
restricted area....Your nearest point of exit from this area is......."
