[MilCom] New C-9 for VR-46

Looks like VR-46 has gotten a new C-9B. # 159114 is now carrying the JS  
tailcode (Came in a few weeks back using RX-114 and been flying in & out as  
JS-114, Figured he was just on loan), I assume since VR-57 is transitioning to  the 
C-40 they are dumping the C-9's. Although VR-46 now has # 159114, I have not  
saw JS-529 (161529) in quite sometime. So assume she's being borrowed by 
another  VR unit or has been given away.
