[MilCom] Air Soveregnty Alert Facility?

Apparently KBDL (Bradley ANGS, CT) is slated to get one of these facilities. 
I'd assume with the closure of Otis (F15's) that perhaps the Atlantic City 
NJ base will have a detachment of fighters (F15's?) on alert at KBDL??

Also it appears that the same type of facility will remain at Duluth 
International Airport MN.
