[MilCom] MIL: 11175.0 - PRIMITIVE

      8992.0 was active at 1954z with PRIMITIVE (good levels here; female 
opr) calling MAINSAIL "with request" numerous times with no response.

      11175.0 was active at 1959z with PRIMITIVE (good/fair; female opr) 
calling MAINSAIL "with request" numerous times with no known response.

      PRIMITIVE then alternated between 8992.0 and 11175.0 with same, this 
time at slightly weaker levels, bright audio and a male opr, again with no 
known response.

      Up earlier on 8992.0 at 1735z with V636C4.
