      ANDREWS (weak to sometimes fair levels here) is working ANDREWS 
TRAINING (mostly unheard).  At 1552z ANDREWS said that he was "going to 
turn it over to my BRAVO (or maybe BRAVO ___ BRAVO) [too weak to 
follow]...secure voice."  Then into ANDVT-like digital scratch always 
ending in apparent key off DTMF tones. This is "new" at least to me.
