      11175.0 was active at 2050z with an unknown REACH flight working 
PUERTO RICO (fair) and told to stand by for higher precedence traffic.  At 
2051z an unknown station (missed id as it was covered by OFFUTT; excellent 
SCOPE Command quality audio; fair/weak) bcst 23VRON slightly preceding 
OFFUTT's HFGCS xmsn of same and simulcast same on at least 8992.0, 13200.0 
and maybe 15016.0.  OFFUTT immediately followed 23VRON with a second 
28-character EAM (23T5ZJ), unheard from the second, unknown station.  The 
unknown station was heard with an earlier string an hour or so prior to 
this xmsn.  Possible player or ?
