I think the "owns" term is a bit strong. I think they are just the base
responsible for scheduling. But you are right, that they could work anywhere,
just as virtally any other group might have tankers in the above routes. I live
near 204,205, and 212, and I do hear the McGuire tankers there often, but am
just as likely to hear tankers from other bases there. I also live under one
of the low level visual training routes, and again, one nearby base is
responsible for scheduling, but planes from that base represent only about 10%
of the activity in that route. I think the scheduling authority means very
little with respect to who use these routes.
