[MilCom] MIL: 11175.0 - JTI

      11175.0 was active at 2126z with JULIET TANGO INDIA (weak/readable 
levels here with fading) calling WEST COAST numerous times, eventually 
raising MCCLELLAN (weak/often unreadable here and to JTI) for an apparent 
signal check or ?, and also briefly raising OFFUTT (strong here).
