[MilCom] Mysterious 362.25 am (NE USA)

Picking up a very strong carrier in Central CT.
Can hear garbled voice in background.
Attempting fine-tune the freq...no joy.
Cannot clear it up.

Voice mentioned a higher frequency 
along w/ a series of beeps/tones.

Still locked in now @ 2:40 pm E.S.T.

Earlier heard c/s "Nightstar" (AWACS?) in the area.
Also had a brief hit on 300.4 am.
