[MilCom] French Air to Air

All,

In the late 1500 hour EDT I'm hearing French language milair comms on 139.45 
AM.  I've heard only one callsign so far Charlie 1 Papa.

A couple of possibilities:

I think I read in the last couple of weeks that there were some French Air 
Force Mirages visiting here in the US.  This could be them on their way up the 
East Coast on their way home.

Possible ducting from Canada but the French doesn't have that Canadian 
"twang" to it.
