Zaragoza Spain is one of the trans-Atlantic abort sites where the shuttle
could land in the event of an abort

ATO - Abort To Orbit - Eileen was acknowledging that if one of the Space
Shuttle Main Engines (SSME) had failed at this point in the launch they
could still make orbit but at a much lower altitude (essentially the
mission to the ISS would have been over)

This indicates what mode the onboard software is in. IIRC, Eileen has to
select this mode although I could be wrong on that.
