[MilCom] Cape radio? and 259.7

I have had my Icom IC R-75 parked on 10.780 USB and my Pro2006 parked 
on 259.70 for the past hour.. It is now 6:23 am eastern time. I haven't 
heard diddly doo on either frequency. what gives?  Steve
