[MilCom] MARS ph patch net primary has changed; now 13927.1 kHz USB

Effective immediately, the new frequency for USAF MARS Primary is 13927.1.  
In addition, some frequencies of the USAF MARS Net have been deleted.  I will 
pass more info in a short while.

Note: This is a formal permanent change, not just an adjustment for 
conditions.
