For well over a year now, I have been watching the posting of NORAD freqs for 
all the areas NEADS, SEADS, and WADS.  It is easy to conclude from this that 
there is now one pool of NORAD freqs that they all draw from and use.  Nearly 
every freq has been logged in use by each of the sectors.  I know that certain 
freqs used to be "dedicated" to certain sectors, but that does not appear to 
be the case anymore.
