[MilCom] MIL: 8992.0 - RAFTSMAN with an AKAC message of 2 groups

      8992.0 was active with RAFTSMAN (fair levels here; spelled 
callsign) working OFFUTT (fair/weak) after being moved here from 
11175.0 by OFFUTT.  Phone patch to a DSN 884 number to pass an AKAC 
message of 2 groups (WH5 4AJ) to MONOCULAR (or sounds like) and gone.
