[MilCom] Possible Intercept LA Gulf Coast

132.64 - Houston Center - Houma (LA) Oceanic High
While typing the previous AWACS report, and unid a/c was with Hou Center. Pilot with Hispanic accent yelling to center he didn't understand their directions, wasn't quite sure of his current location. 
 
358.2 - WATCH DOG Ops
CAESAR 51 (F-15A 159th FW/122nd FS, LA ANG, NAS N.O.) flt of two up to check out contact. *CAESAR is 159th's CAP and interceptor call sign. regular c/s's are JAZZ & REX.
 
Will advise if I hear any more.
